In 1996, the Clinton administration fulfilled a pledge to “end welfare as we know it.” The main cash welfare programme for poor women and children in the US was replaced with the Temporary Assistance for Needy Families programme, which limited women to a lifetime total of five years of support, toughened work requirements, and strengthened sanctions.
